The answer was spot on.

It listed:

1. Lack of engagement and activity among members
2. Lack of clear rules and guidelines for behaviour
3. Lack of a clear purpose or focus for the community
4. Conflict or drama among members
5. Lack of proper moderation
6. Fails to attract and retain new members

In the next week, I'll go through each of these factors and suggest solutions to each one.
