A margin is the distance from any side of the edge of the document page to the content of that page. In Affinity Publisher this is specified at the point the document is created. As such the same margins apply to all the pages in your file.

How do you change margin settings without having to create a completely new document?
Once you are beyond the initial setup of your document, Margins are configured in the Document Setup dialog box, available from File > Document Setup in the menu.
Margins are one of 7 groups of options that can be edited in this dialog box. The important setting to be aware of is the selection to be made in the top left. This determines the scope of the changes you are about to apply, you may be surprised at how granular you are able to be. Your options are to apply the changes to:
The Whole Document - which will select all the Master Pages and all the content pages in the list on the right of the dialog box and change the margins in all of them
Selected Masters - this will change the margins of only the selected Master Pages and any pages already in your document that are based on those Master Pages
Selected Spreads - this option will leave the Master Pages unchanged but change the margins on the selected spreads
