Bhai Ram Koer (Later Known as Bhai Gurbaksh Singh) Was From The Lineage of Baba Buddha Ji

According to Mahan Kosh Encyclopedia:

A jewel from the lineage of Baba Buddha Ji who became "Baba Gurbaksh Singh" after receiving amrit from Guru Gobind Singh. He remained in the presence of Kalgidhar Patshaah at all times [where he] learned the essence of dharma.
Kavi Santokh Singh writes that after the joti jot of Guru Gobind Singh Ji, Ram Koer narrated the entire history of the ten Guru-s to the Khalsa, which was documented by the likhari (writer), Bhai Sahib Singh.

ਪਾਤਿਸ਼ਾਹਿ ਕੇ ਜਥਾ ਵਜ਼ੀਰ ।
Similar to how a pādişah has a Wazir,
ਤਿਮ ਗੁਰ ਘਰ ਮਹਿਂ ਇਹ ਮਤਿ ਧੀਰ ।
in the Guru's home, [Baba Budha Ji family] is the highest-ranking.
ਪੂਰਬ ਜੋ ਗੁਰਤਾ ਕੋ ਟੀਕਾ ।
The first tikā (mark) bestowed on the Guru
ਇਹ ਨਿਜ ਹਾਥ ਕਾਢਿਤੇ ਨੀਕਾ ॥੭॥
[was] beautifully performed by the hands [of this family]. ||7||

The text mentions that Bhai Ram Koer was only 3 years old when their father, Baba Gurditta Ji, left this world. The tilak ceremony has always been carried out by Baba Buddha Ji and his descendant. Thus, it would have been a young Bhai Ram Koer placing the tikā on a young Guru Gobind Singh.
